CRP-16 encabeça trabalhos para mudar realidade dos atendidos pelo SUS na Clínica Santa Isabel, onde há apenas uma psicóloga atuando
O Conselho Regional de Psicologia da 16ª Região/ES (CRP-16), juntamente com os conselhos de Medicina, de Enfermagem, de Fisioterapia e de Nutrição, além de dois representantes do Ministério Público do Espírito Santo (MPES), realizou uma vistoria em um hospital psiquiátrico em Cachoeiro de Itapemirim, Sul do Estado, no mês de dezembro de 2009.
Várias irregularidades foram encontradas na Clínica de Repouso Santa Isabel, que recebe repasse do SUS para tratar de mais de 460 pacientes portadores de transtornos mentais graves e dependentes químicos. O MPES já recebeu um relatório com as denúncias que apontam, entre outras questões de saúde, para abordagens que vão de encontro ao que preconiza a Reforma Psiquiátrica Brasileira.
De acordo com a conselheira do CRP-16 Jamily Fehlberg, que tem experiência na área de internação psiquiátrica, e que acompanhou a vistoria conjuntamente à técnica de Orientação e Fiscalização do Conselho, Martha Ferraz, a clínica apresenta problemas na sua estrutura, de recursos humanos, sem falar na insalubridade do local. “Foram detectadas péssimas condições estruturais, um ambiente insalubre e com parcas condições de higiene pessoal”, revelou. A conselheira ainda mostrou a carência por profissionais, sobretudo da Psicologia.
“Na realidade há muito poucos profissionais, técnicos de enfermagem, para os cuidados e segurança dos internados. Além disso, somente uma psicóloga é responsável pelo atendimento a 466 pacientes. Como ela pode dar conta de tanta demanda?”, questionou Jamily.
Denúncias Há pelo menos quatro meses têm sido realizadas reuniões no CRP-16 e nos conselhos de Serviço Social e de Medicina, Fisioterapia e Nutrição para avaliar as denúncias de abandono, maus tratos e falta de segurança que afetam os pacientes da Clínica Santa Isabel.
E após a vistoria, a direção administrativa do hospital se manifestou dizendo que não há recursos suficientes para contratação de pessoal. Ela alega ainda que o repasse do SUS é muito pequeno para manutenção adequada da estrutura e para proporcionar um tratamento nos moldes da Reforma Psiquiátrica, prevista em lei há quase uma década no País.
FórumPara resolver a questão, o CRP-16 e os outros conselhos envolvidos estão formalizando um Fórum de Conselhos Profissionais Ligados à Saúde. “Nele serão discutidos os assuntos referentes aos serviços de saúde e o atendimento à população”, explicou a conselheira Jamily. Ela lembrou ainda que o grupo já produziu um relatório e o entregou ao MPES.
“Vamos também cobrar do governo estadual que ele assuma seu lugar de responsabilidade pela saúde do Estado, que reveja a questão da Santa Isabel”, acrescentou a conselheira. Jamily, porém, reconhece que há muito ainda a ser feito.
“Sabemos que essa é somente a ponta do iceberg da saúde mental em nosso País. Porque a Reforma Psiquiátrica começou a ser implantada e foram desfeitos os grandes hospitais que eram na verdade depósitos de gente”, analisou. Segundo ela, ainda não houve um política pública de saúde forte o bastante para que os serviços substitutivos possam garantir o atendimento de toda a população de usuários, evitando assim as internações como essas da Santa Isabel.
CRP-16 tem puxado os trabalhosPara Jamily, a participação do CRP-16 está sendo muito bem aceita e tem sido condição para que os demais conselhos tenham a dimensão da subjetividade que deve ser parte do tratamento da loucura e do sofrimento psíquico, bem como para detectar a precariedade psíquica com a qual os pacientes são tratados na Clínica.
Além disso, o CRP-16 vem sediando as reuniões do grupo. E a novidade para o decorrer desse trabalho é a possível criação de um Convênio de Cooperação entre as entidades que realizaram a vistoria. O objetivo será trabalhar a questão da saúde mental e o dever do Estado em garantir esse direito ao usuário do SUS.
